Distribution of Titles in Maribojoc and Albur, Bohol

On 26 July we supported the distribution of titles in two Municipalities in Bohol, Maribojoc and Alburquerque.  80 titles. some of which were Residential Free Patents, were given to land owners in Maribojoc; 441 were released in Albur.  The Maribojoc event started at 0900 and ended before 1200 noon. The Albur event started at 1400 and lasted until 1800 (6:00 in the afternoon).

Boboy Cabalit (ROD Bohol), led the distribution team. Lynlyn Racho (DENR Bohol) provided support.  Mayors Efren Tungol (Albur) and Jun Evasco (Maribojoc) hosted the events, which were held in their respective Municipal Gyms.

The Foundation for Economic Freedom, with support from The Asia Foundation and USAID, helped with the title distribution. While the immediate objective of these events were to give the titles to land owners, a secondary objective was to increase awareness about LGU-DENR titling partnerships and encourage other land occupants to apply for their own titles.

VIPs from supporting organizations graced both events:  former Finance Sec Ernest Leung, a Fellow of the Foundation for Economic Freedom; Provincial Assessor and Provincial Land Administration Unit Head Ed Orig; DENR VII Regional Executive Director Isabelo Montejo; Jaime Faustino who manages the Economic Reform Program for The Asia Foundation; and USAID Mission Director Gloria Steele.

Of course the biggest VIPs were the new title holders. One of them was an 83 year old lady who was born on the land for which she just received the title. When asked why it matters to somebody her age to get the title, she said "bata pa man akong mga apo ("my grandchildren are still young)."

A fter three workshops on Development Entrepreneurship (held in Quezon City, Davao, and Cebu City), we have gathered plenty of feedback from participants, and so there's much to think about. There are practical ideas for improving the workshop, like spending more time for introductions and small-group work, samples of filled-up Tools, guide questions for writing the Theory of Change, etc. Our participants included development professionals, some funders, and members of the academe.  There's been much discussion about how funders can support the DE approach given their traditional desire for certainty, which they try to enforce with deliverables and timetables.  This reflects the dialogue that's going on with the global development community, as all actors find their footing with adaptive development strategies. Picking a Development Reform Agenda through Service Analysis

T he Business Dictionary (http://www.businessdictionary.com) defines a Service as “A valuable action, deed, or effort performed to satisfy a need or to fulfill a demand”.  Social, economic and political institutions were established to perform actions to satisfy needs; in other words, to provide services. Failure to provide services effectively leads to undesired conditions (e.g., malnutrition, inefficient industries, low rate of land titling) which attract the attention of Development Reformists. It does not take much for a Development Reformists to know that something is broken somewhere, and needs to be fixed. It takes much effort to find out exactly what is broken, how it is broken, and how it can be fixed.
